Section 7
The question of right can only be determined by the court:
(1) If a question of entitlement arises in any matter, such question shall be decided only by the regular court. Explanation: For the purpose of this Code, "regular court" means district court, high court or supreme court.
(2) During the proceedings of a case under consideration in a court or body other than the regular court, if it appears that action, hearing and disposal of other matters are necessary only after the questioning of the claimant, the concerned officer shall order the parties to come to the regular court for a statement regarding the claimant.
